"IT MAY be, as some argue, that he is learning on the job that the Bush policies worked, and that he is willing to make adjustments based upon that lesson. Another theory, on the other hand, is that inertia and incompetence are what is driving this administration to fall back upon existing policies enacted under the Bush/Cheney administration. According to this view, this administration lacks the creativity and insight to develop new solutions, and so falls back on the previous ones by default. That doesn’t mean that it doesn’t want to downsize the US military radically, nor does it meant that we will not see the administration pursue and incoherent and self-contradictory set of policies that at the same time attempt to slash defense funding while utilizing Cheney style defense policies by default."
